Chapter 12 – Supervisor

A meeting between Nihon and Mir was held in the conference room of Nihon’s Prime Minister’s office on a certain day in August. On Nihon’s side only selected high officials, including the Prime Minister, were participating. Likewise, only high-ranking royalty was attending from Mir’s side.
It was a talk about increasing the export rate of the precious metals, which Nihon needed and only Mir could provide. The reason for the need of more precious metals was to satisfy the demand for things like the Succubus Suits. The theme park under construction by the Yoshiwaras also needed quite a bit of those metals.
Nihon had managed to draw in fairly high-ranking royalty because of Layla’s blunder. If they managed to conclude the negotiations, it’d very likely be implemented right away.
However, the demands of Mir were hard to swallow.
“There’s nothing more beyond what we already told you. We have repeated this several times, but the project ultimately ended in failure.”
“I see…”
Nihon’s top-secret project. Mir Kingdom wanted the results of it.
“I have heard that Lyra-sama over there shares the same view.”
The Prime Minister looked at the hooded scientist who was known as Lyra and participated in this meeting as royalty.
“The result of my inspection aligns with that assessment.”
“So you cannot manufacture men, huh…?”
“Unfortunately, no.”
Manufacturing soul and vessel from male genetic information of the Old World to create men; Mir and Nihon had looked for a possibility to succeed in this for a long time. This matter was also the reason for Sayla’s top-secret mission.
Nihon had informed Mir that they failed at the top-secret project, but Mir has been suspecting that they were hiding the results. Many women in Nihon hated Mir’s governmental system which let men run free. But, it was unthinkable that any country in a world with few men would really be able to let men do whatever they want.
The only ones allowed to meet those men were royals. And Mir’s royalty was similar to Nihon’s high families. But, Mir had far fewer royals than Nihon had high families.
The men of Mir freely lived inside an area called the royal capital. Only royalty was allowed to enter that capital. Losing your position as royal equaled losing your right to meet men.
“It seems like the gene manipulation technology…hasn’t progressed much either.”
“It’s because we have been considering safety.”
“Isn’t technological progress still way too slow?”
“Even the current gene manipulation meets your demands sufficiently.”
The few royals were giving birth to children by having indiscriminate sex with the men. Meanwhile they had their serfs bear children through artificial insemination. If one of those serfs gave birth to a boy, the kingdom would immediately take the child away.
In Mir, which maintained its statehood in a way like this, the thickness of the royal blood remained a constant problem.
Mir had Nihon provide them with sperm and the technology for artificial insemination on top of genetic engineering. But those didn’t come from Nihon alone either. Other countries had also reached a high technological level in these fields.
However, Nihon surpassed all those countries when it came to the Safety of their technology. For this reason, high-ranking royals tended to wish for gene manipulation through Nihon’s technologies.
“If it’s about the materials for your experiments, we can provide it from our side, you know?”
“We have plenty of materials ourselves.”
As far as Mir was concerned, they wanted Nihon to develop even safer and more sophisticated genetic engineering and share it with them. Seeing how the creation of an Old World man had failed, they had no choice but to push for the development of genetic engineering.
“It’s possible to provide the increased amount of precious metals requested by Nihon. But, Her Majesty the Queen won’t be satisfied with receiving the same as compensation.”
“If you consider the current state of Mir, it is of critical importance for your serfs to bear as many men as possible from the sperm provided by Nihon men.”
“It is definitely important, but…the 『Screening and Growth of Men』 also takes time and effort.”
Mir is known in Nihon as a country where men can do whatever they want, but on the other hand, Mir doesn’t understand why Nihon would have a problem with that. They regard both countries as birds of a feather. Or in other words, Mir sees Nihon as being no different from their own country. It’s just that they created stricter rules and laws. But Nihon’s 『raising men after screening them』 is basically the same as Mir.
The only difference was that one created a predetermined path for selecting and raising men while the other selected the men after they grew up in the wild. But, from Mir’s point of view, they were basically doing the same.
“That is an understandable hardship for someone who stands above all citizens,” said the prime minister while appalled.
She had read between the lines of the royal, who appeared to deny the selection and growth of men, that she wanted to reach a point where Mir would be able to give birth to children of 『conveniently grown-up men』 by elevating genetic engineering to new heights. In addition, the Prime Minister guessed that the Queen embraced the same intention.
Was compatibility with men she had taken a strong liking to not the key factor anymore? At this point the queen had given birth to several children of her favorite men after receiving 『several』 genetic engineering adjustments. And yet she didn’t have enough and desired to give birth to the children of another man.
The Prime Minister guessed she couldn’t improve the compatibility with her current men, using the currently provided genetic engineering, no matter what. This wasn’t an issue of the thickness of blood either. It wasn’t as though she didn’t understand the feeling of wanting to secure the slightest possibility.
“Her hardship has been continuing. But, her seeking something even more superior is inevitable. Please push forward with the research of Lilith-san.”
“I shall do my best,” answered Lilith from underneath her hood while sitting next to the prime minister.
“Please tell Her Majesty that Lilith will examine her personally if necessary.”
“As you wish. For the time being, we will export around half of your requested amount to Nihon next month. The other half has to wait until I make my report and Her Majesty decides on our further steps.”
“Understood.”
Taking this as a conclusion of sorts, the Prime Minister changed the topic.
“It’s unfortunate that the Mir Kingdom doesn’t require our Succubus Suits.”
“We don’t need something like that in our nation.”
Sex goods such as the Succubus Suit held no meaning for the negotiations with Mir. The royals in the capital could hunt for the men they preferred at any time they felt like it. It was said that the sex ratio in the capital was 1:1 since all the men in the country had been gathered in the capital. If you took a walk there, you’d find men all over the place. As such, there was no need to depend on Succubus Suits.
What about the serfs then?
It was dangerous to allow the serfs to learn about the joy and pleasure that could be obtained through the Succubus Suits. If they ended up tasting it once, it’d be difficult to take it away from them. It was essential that the serfs remained happy with what was given to them right now.
“The serfs would also rejoice if you could manufacture men.”
The Prime Minister cursed in her mind. She assessed the thinking of that royal to be a lost case.
If they succeeded in manufacturing men in Nihon, she’d dump those men in the capital and also shelter the men she liked. Moreover, that wouldn’t be all either. The Prime Minister understood that the royal considered releasing those men among the serfs. Those men would lead lives of being assaulted by serfs at every opportunity, spending all their time having sex. Their bodies and hearts wouldn’t be able to keep up with it, resulting in them eventually dying. If that happened, the kingdom would simply send over a newly created man.
The Prime Minister suspected that to be the most ideal outcome for the royals of Mir.
At the same time she felt angry to be considered the same by a royal who followed that sort of thinking. They were living in the same hole, but they definitely weren’t the same sort of badgers.

“What is your definition of a human?”
“Hmm, let’s see…how about a life-form that has been created by God?”
“Hihihi, if you phrase it like that, that would make me a human as well, wouldn’t it?”
“Oh my, that’s true.”
The prime minister raised both hands in defeat.
“Even though I can understand the logic in Mir’s way of thinking as a supervisor, I don’t think it’s very rational.”
“Supervisors are chosen in order to judge what is rational.”
“When are we going to receive an answer?”
“Who knows? You can never tell whether the day when the gods will answer is close or far…”
Several new mails arrived on the prime minister’s tablet. One of them was from the vice-prime minister.
“It looks like the failed god you created hasn’t woken up yet, though.”
“I told you from the very start, didn’t I? That he wouldn’t become a god.”
“Thanks to him, things have become quite hectic over here. We’re frantic to deal with the changes introduced by him.”
“Isn’t that wonderful? The one thing that cannot be permitted in this world is stagnancy. You should delightfully embrace change.”
The prime minister tapped around on her tablet, opening the list of 『Supervisor Candidates』. The 『Ratings』 of the women were displayed on her tablet.
“I’d like to handle the changes caused by him during my time so as to not cause any trouble to the next generation of supervisors.”
“Kukuku, you’re a truly remarkable and excellent supervisor. After all, you permitted his behavior.”
The prime minister answered Lilith without showing a single emotion on her face, “That’s only natural, isn’t it? That’s the 『Supervision』 assigned to Nihon.”
“I told you previously as well, but that’s not something bestowed by the gods. It’s nothing more than the 『Present Answer』, derived from Nihon’s history.”
“I know. As far as I’m concerned, the things built up by our ancestors are equal to what’s given to us by the gods. And I’m going to pass on something to the next generation as well.”
Lilith had come in contact with many supervisors, but it was her first time to meet one with whom she could talk so intimately. Because of that, she had tried to create a soul and container from the male genetic information of the Old World, though.
“It’d be great if I could create an appropriate vessel.”
“That cannot be helped, I think. You haven’t been made like that.”
Even though Lilith could create a soul, she couldn’t prepare a vessel for it. She had no other option than leaving the production of a vessel to the scientists of Nihon. As a result of that, the finished vessel was unable to fully accept the soul.
“In the first place, you not being able to create a vessel is the very reason why there’s so few men who are compatible like him, right?”
“You might be onto something here…”
Lilith slowly stood up and gently looked at the prime minister.
“I’m going to take a look at the sleeping prince.”
“You know, it’d also be fine to let him sleep for two or three years.”
“Hihihi, that would be way too miserable. After all, he’s my creation, even if a failed one.”
Lilith intended to properly examine Yuuta. Though she didn’t know what she would do as the outcome of the examination.
“The fusion succeeded, didn’t it?”
“Undoubtedly. He’s neither a man from the Old World nor the previous boy. He’s a compatible person as a singular being.”
But, he’s claiming to be a man from the Old World, isn’t he?”
“Something is making him believe so… Or so I’d like to believe. I don’t understand it. For the time being, I’m going to meet and examine him.”
“Take care. It seems like the women around the sleeping prince are kicking up quite a fuss.”
Lilith began to walk towards the door. But, after taking a few steps, she suddenly stopped.
“Which reminds me…”
“Hmm?”
“What are you going to do about the girl who has influenced Minato?”
“Ah.”
The prime minister answered as if she was talking about something irrelevant like tomorrow’s weather.
“We’ll dispose of her.”
“I see.”
“Saori-san, you see…I used her since she became like that as an outcome of a natural development, but if we allowed her daughter to go down the same path, it’d become a blunder for the supervisors.”
“In the end, her daughter is walking the road of happiness. I truly get what humans call fate.”
“Pfft.”
The prime minister unexpectedly burst into laughter.
“What is it?”
“Sorry. I never expected to hear the word fate coming out of your mouth.”
“I’m actually a romanticist, you know?”
“I know, but still…pfft.”
After casting a look full of blame at the prime ministers as if to say that it was quite upsetting, Lilith quietly left the room.
Left alone, the prime minister continued to look through her mails. Among them she found a report about Takuya.
It says there’s no change in his attitude and activities… It looks like we’ll have him work hard for us in Little World.
He would be sent to Little World.
The high women, who knew of this fact, believed that it was a punishment handed out to men. That in itself wasn’t a wrong conception. Unlike their life in the outside world, the men inside Little World also had many hardships. But, it wasn’t the sort of punishment the high women believed it to be.
Such a leeway doesn’t exist in this world.
How effectively can the precious resource called man be used; we don’t have the leeway to continue building the current civilization while ensuring mankind’s continuation.
Stagnancy is forbidden… The men, who can only achieve low ranks in the male ranking, are all men who hate change. There’s nothing as troublesome as men who wish to enjoy every day in the same way without taking any action. In the past there were times when we tried to force such men into action. Through all sorts of methods. But, all of them eventually failed.
Just when I was pondering how to effectively use them despite all that, the vice-prime minister approached me about Dreamseducers.
Takuya is different from the men who hate change. Even though there are women who were deeply hurt by Takuya’s actions, that’s trivial in the eyes of the supervisors. For the supervisors, Takuya’s behavior poses no problem. It’s just that Takuya doesn’t fit inside the framework of rules in the big world called Nihon. As such we just need to prepare a world that’s compatible with the changes of Takuya.
We’re first going to start with a Little World. If we make sure that it’ll be accepted by many women, we’ll likely increase the scale of that world bit-by-bit. However, it’s hard to believe that the women are going to accept Takuya’s world.
The men, who hated change, are currently bringing great change to this world.
I don’t know whether he’s going to wake up again. But, if he does, we’ll have to keep dealing with the big changes caused by him once more. After all, the prime minister won’t restrain his activities. As long as the women of this world happily accept his changes.
That was the mission assigned to the prime minister as 「Supervisor」.
