We know from the previous chapters that Hifumi had that shinigami place that “ancient sealing spell” in the royal archives of Orsongrande and made the prime minister Adol find it.
As Hifumi has already formed his own territory and has Origa managing it he is now creating another “country” who will worship him.
So just imagine what happens if Imeraria really uses that spell to “seal” Hifumi.

It will result in Fokalore’s territory under Origa’s leadership declaring independence from Orsongrande and war on it, while the beastman country will most likely follow declaring war on Orsongrande for sealling their saviour Hifumi.

On the other hand Vichy will then declare war on Fokalore and maybe form an alliance with Orsongrande.
The split up city states on the other hand will declare war on Vichy aiming for an alliance with Orsongrande to ensure their ownm independence from Vichy.

Horant as a matter of course will be dragged into the war as well with the only question left on which side they will partake – Orsongrande or Fokalore.

So it will be a war between all nations – exactly the kind of “chaos” that Hifumi desired to create since the beginning so that people will gather fighting experience and tactics.

And then he hopes to finally “cultivate” fighters strong enough to pose a challenge to himself.

Sadly many people don’t recognize how great this series is. Well, of course, if you compare it to Light Novels, like many people do, it will fall short. But for a web novel I think it’s pretty great.
