He is damn right to be angry to them. After creating those enhanced mutated soldiers, they never proceed new ways of more techniques and skills. They just solely confident of their new tools. Unlike them, our own history of warfare to advancing was not stopping but progressing more. One new weapon is not enough so new methods and tech are created in a way tipping the balance itself. Even though the Nukes was created it did not halted the US and other countries developing more aggressive weapons. It effectively finding more new ways, new insight to kill each other.
This enemy kingdom is a disappointment. Hifumi have the right to be angry to them. After all his teachings and knowledge he given to them, not all make a decent using it completely and gaining collective knowledge.
