Didn’t Doushi say something about this before? He could fight with the dragon or any boss monster but Doushi’s style consume mana very fast so if he run out of mana before killing the dragon he would be the one who would die. Even if Doushi doesn’t do much as the royal head magician he by himself is a military asset that can beat a army by himself. The kingdoom can’t take the risk of loosing him so easily. Burkhart has been pretty much the only magician that could give Doushi a hand in a battle agains a dragon until now and it would be too much to rely only on him if something were to happen.

Only now and by having Armstrong, Wendeling and Burkhart is that the Kingdom could have some confidence of beating Dragon and other Boss monsters as they feel like but that being said any land reclamation takes a lot of money whether it be to pay the people sent to do the Reclamation, the boss monster materials or the investment used to develope the land.

If they were to ask Doushi to do reclamations as he fits so even if he were able to do it without dying the kingdom would have to pay for all the reclamation work. Since that is the case it’s better for the Kingdom to give a undeveloped Land to Wend and some aid for the reclamation. That way they’ll be able to put some leash on Wend’s neck to stop him from ever joining the empire and get back some of the money they paid as he spent it developing his territory which would pay taxes to the kingdom latter on. Everyone wins and the one paying is Wend.

Wend’s not as naive as you may assume. Remember during the date with Elise, at the jewelry store. The extravagantly expensive ring as an engagement present was partly so that the cardinal would be subtly warned that he wouldnt be able to use wend and then toss him afterwards.
